The area, municipal and city councils are the life blood of local government administration and the delivery of services to the grassroots. The key to the administration of councils has been mayors, mayoresses, chairpersons and the CEOs.
The mayors, mayoresses, chairpersons and co. are the policy makers and legislators of bylaws. The CEOs and Co are responsible for implementation of the policies. No council can function effectively unless the two work in harmony for the common good of the residents of their areas. Since June most Councils are unable to commence work in earnest because of the commission of inquiry into their activities, allegations of corruption and in some cases a war of words between chairperson and CEOs. There is no system to put in place to handle any allegation of wrong doing that would give rise to an orderly investigation by law enforcement agencies and prosecution carried out against those whom allegations are made.
The media can only publish or broadcast allegations and counter allegations. It is appropriate for councils to come up with sound structures that will enable them to meet the challenges of alleged improper conduct.
